The Los Angeles Fire Department holds annunciator panels to a specific, detailed standard: which buildings need one, which LED color goes with which device, and where the panel has to sit. Miss a detail and it can mean a failed inspection or a redesign mid-project. Here's how the rule actually works.
LAFD's Fire Development Services Section standardizes annunciator requirements across every building regulated by the department, and the rule applies to new buildings as well as any building replacing a fire alarm system, control panel, or annunciator, or replacing panel equipment in a way that requires 100% device testing or new site-specific software.
Two triggers matter most on a real project. A fire alarm matrix annunciator is required for any building three or more levels in height, counting every level both above and below grade. A fire alarm graphic annunciator is required whenever more than one building has been approved by LAFD to share a single fire alarm system. On a graphic annunciator, each building has to be annunciated separately, oriented to match the site plan with adjacent streets shown, and approved by the LAFD field inspector before it's fabricated, not after.
Annunciators have to sit in a readily accessible location approved by LAFD, and on high-rise buildings, matrix and graphic annunciators are required to be located adjacent to the fire alarm control panel itself. A remote annunciator without control functions has more flexibility and can be placed elsewhere, like a security desk or an engineering workstation, but that flexibility doesn't extend to the primary panel on a high-rise.
Every floor level has to be shown separately on the annunciator, and the floor numbering itself needs LAFD field inspector approval, matching consistently across the fire alarm system, elevators, signage, and smoke control systems. A mismatch between how a floor is labeled on the annunciator versus the elevator or building signage is exactly the kind of detail that gets flagged during inspection.
LAFD also requires a push-to-test button that tests every LED on the annunciator panel at once, and that button can't be programmed as an alarm or monitoring point on the fire alarm control panel. The panel itself is required to monitor communication with the annunciator as a trouble condition, so a lost connection between the FACP and the annunciator gets flagged rather than going silent.
This isn't a checklist you can hand off generically. Getting the LED assignment wrong on even one device type, mislabeling a floor, or fabricating a graphic annunciator before LAFD field inspector sign-off can mean the panel gets rejected and rebuilt, which costs real time and money on a project that's usually already on a tight construction schedule. Everything above is specific to the Los Angeles Fire Department and buildings under its jurisdiction. It doesn't automatically carry over to Pasadena, Alhambra, Long Beach, unincorporated LA County, or any other city or fire authority we work in throughout Southern California.
